Wrap teams as a subprocess tool that accepts explicit arguments and returns stdout, stderr, and exit code.

Agent policy should:

• Require --output json.
• Restrict profiles and target chats/channels.
• Deny destructive commands by default.
• Redact message bodies from traces where required.
