Rate Limits and 429 Errors

Exit code 6 means rate limited after retries. The shared Graph client honors Retry-After when Microsoft Graph provides it.

For agents:

• Back off at workflow level.
• Avoid parallel fan-out.
• Cache IDs.
• Send fewer Teams messages with more useful content.
