The hosted gateway is the planned route for service-identity and unattended posting.
Target responsibilities
- Bot installation and conversation reference storage.
- Proactive Teams messages through Bot Framework.
- Tenant-level policy controls.
- Audit logs.
- Rate limiting and data retention controls.
This is separate from the current delegated CLI mode.
